Provisions of GDUT on the Administration of Overseas Students

The present Provisions are formulated in accordance with relevant regulations promulgated by the higher competent authorities, and in the light of the actual situation in Guangdong University of Technology with a view to strengthening the administration of overseas students , and facilitating international exchanges and cooperation.

Chapter I Administration and Services

Article 1. The administration of overseas students shall be put under centralized management by university Foreign Affairs Office.

Article 2. University Academic Affairs Division, Postgraduate Department shall be in charge of the administration of degree overseas students’ registration and academic record, and auditing the teaching plans of relevant departments admitting overseas students. Foreign Affairs Office shall be in charge of Chinese Language overseas students’ enrollment, educating and daily administration.

Article 3 . Relevant departments shall be responsible to implement the educating and administration of degree overseas students.

Article 4. Students’ affairs division, postgraduate department and relevant departments are responsible to carry out the daily administration of degree overseas students.

Article 5. University Foreign Affairs Office is responsible for overseas students’ enrollment, foreign affairs, visa applying and other documentation issues. University Foreign Affairs Office shall, in collaboration with Academic Affairs Division, Postgraduate Department and other relevant departments, organize periodical seminars, sightseeing, extracurricular activities and other academic and non-academic activities for overseas students.

Article 6. University Foreign Affairs Office is responsible for providing accommodation and other daily services to overseas students in collaboration with university logistic departments.

Chapter II Codes of Conduct

Article 7. All overseas students shall abide by Chinese laws and regulations and relevant provisions stipulated by Guangdong University of Technology.

Article 8. All overseas students are expected to finish their study in GDUT wholeheartedly not to involve in religion propaganda, business or other activities undermining his/her study. Students with an X visa shall not be employed, or hired for any part-time job while studying in GDUT.

Article 9. Chinese custom and social mores shall be honored and respected by all overseas students.

Article 10. Overseas students are expected to participate in sports and other extra-curriculum activities to improve mental health as well as physical heath.

Article 11. Overseas students are responsible to take care of public property; due indemnity shall be charged in the event of public property vandalism.

Article 12. Overseas students shall decently dressed, sanitation- oriented and behave in an appropriate way.

Article 13. Students are expected to maintain and strengthen the friendships between students’ native countries and China; mutual respects and friendships among students, teaching faculty members and administration staffs are anticipated.

Article 14. Overseas students shall abide by relevant public security provisions. No alcoholism, gambling, drug taking, fighting or, watching and transmitting of reactionary, obscene audio-visual products is allowed. No overseas student is allowed to propagandize any religion in China. Students shall not engage in any on-campus propaganda or other gathering and activities unrelated to study unless otherwise authorized by university.

Chapter III Tuition and Fees

Article 15. Degree overseas students shall pay up his/her tuition and lodging fee within the following week after the admission registration (in terms of US dollar, HK dollar or RMB). Students with a schooling length less than one semester shall pay the tuition for one semester; students with a schooling length ranging from one semester to one academic year shall pay the tuition for one academic year. No registration is granted unless tuition and fees are paid up. Lodging fee is refundable and only refundable on a monthly basis in the event of study completion, suspension of schooling or withdrawal from school. Chinese Language students shall pay his/her tuition on the basis of the actual schooling length.

Article 16. Tuition is not refundable in the event of drop-out, withdrawal from school or school expulsion. Full semester tuition shall be paid in the event of midway reentry or admission during the semester. The lodging fee shall be paid according to the lodging time calculated on a daily basis.

Chapter IV Enrollment and Registration

Article 17. New students shall register with university Foreign Affairs Office along with such documents as visa, acceptance letter and foreigner physical examination form during the stipulated time. Students shall hand in six copies of 2-inch document photo against white in color for documentation uses when registering. (Such costs of documentation shall be at students’ own expenditure). Should any new student can not make to register during the stipulated time, he/she shall inform the university in writing or by phone within two weeks, failing which the student shall be deprived of the admission qualification.

Article 18. New students shall have their foreigner physical examination form verified by Guangzhou municipal health and epidemic prevention station. Students failing such verification shall have certain physical check items re-examined or undergo a new physical checkup by designated hospitals (the checkup cost shall at the students’ own expenditure). Students whose physical conditions fail to live up health standards shall not be registered.

Article 19. New students shall apply for foreigner residence permit to Guangzhou Municipal Bureau of Public Security within 30 days after entering China.

Article 20. Students shall register with his/her departments or postgraduate department during the stipulated time each semester. Should any student can not make to register during the stipulated time, he/she shall inform related department in due time, failing which the student shall be deemed as being absent from school; delayed registration lasting more than two weeks shall be deemed as a voluntary withdrawal form school.

Chapter V Attendance and Disciplines

Article 21. Overseas students shall attend classes according to his/her major and faculty curriculum. Students shall abide by classroom disciplines and attend class on time; no absence, delay or earlier withdrawal is allowed.

Article 22. Should, for certain reasons, it become necessary for students to ask for leave, he/she shall apply for it by producing an application report (plus a doctor report in the event of illness leave). Leaves for 3 days shall be granted by head teacher; leaves lasting from 3 days to one week shall be granted by dean and filed with university Foreign Affairs Office; leaves lasting from one week to two week shall be granted by Academic Affairs Division and filed with university Foreign Affairs Office; leaves lasting for more than two weeks shall be granted by competent university leaders.

Article 23. The leaves each student can take shall not exceed one third of the total semester periods, failing which shall be deemed as a school suspension.

Article 24. Leave unauthorized or earlier withdrawal from school without leave at the semester’ end shall be deemed as absence from school.

Article 25. University awards scholarships to students who abide by school provisions and excel in academic study.

Article 26. Overseas students shall have summer/winter vacations and Chinese legal holidays. He/she can apply to relevant departments for leaves lasting for a couple of days on the occasion of his/her national holidays.

Article 27. Should any student violate Chinese laws and regulations, the Public Security Administration is entitled to investigate his/her criminal liability pursuant to relevant laws; GDUT shall impose due punishment in accordance with the merits of the case.

Chapter VI Academic Administration

Article 28. The academic administration of overseas undergraduate students.

i )The academic administration of undergraduate students in GDUT is organized in an academic credit system. Overseas undergraduate students shall not graduate before he/she has finished all courses prescribed and has passed all the exams necessary for graduation, and has fulfilled graduation requirements. After fulfilling the requirements stipulated by the Academic Degree Regulations of the People's Republic of China, he/she shall be awarded the degree of Bachelor.  

ii ) Overseas undergraduate students are exempted from courses such as Marxist Theories, Education of Ideology and Politics, and military science pursuant to relevant provisions promulgated by the Ministry of Education of the People’s Republic of China. The minimum credits for overseas students to graduate equal the total credits prescribed for his/her major minus the credits of the exempted courses.

iii ) The following courses are prescribed as:

a) Advanced Chinese (writing inclusive) is a compulsory course set up with 2 credits for 32 periods. The course shall be scheduled in the first and second semester.

b) A glimpse on China is a compulsory course set up with 3 credits for 48 periods. The course shall be scheduled in the third semester.

c) Physical Education is compulsory.

d) Non-English majors are not required to take national College English Test; the score of English test shall not be taken as a premise for diploma and degree applying.

iv ) Early graduation shall be granted provided the overseas undergraduate student’ academic excellence and the credit requirement for graduation are achieved and fulfilled. Overseas students’ schooling length can be extended should he/she can not finish the study in the prescribed four years or five years.

v ) Certain flexible measures are applicable in course assessment for overseas undergraduate students; such measures include a combination of written and oral tests, interview, and an appropriate extension in exam taking time.

vi ) Given the complex cultural backgrounds of overseas students, competent departments shall offer overseas student with help concerning learning in China. Tutorial system shall be available should it become necessary for overseas student; Chinese students with outstanding academic performance shall be available to offer help.

vii ) The administration of overseas undergraduate student’s student status registration and degree management shall be carried out in accordance with the Provisions of GDUT on Student Status Registration and Degree Management unless otherwise stipulated.

Article 29 . The academic administration of overseas postgraduate students.

1) The schooling length for overseas students studying for mater’s degrees in GDUT lasts for 3years in general. Overseas postgraduates shall finish his/her academic courses and degree thesis writing within the prescribed time. The premises for degree thesis oral defense include minimum credits of 32 credits and a completion of all prescribed courses. Students with a score below 70 for a compulsory course, or a score below 60 for an optional course shall fail the course and be deprived of the course’s credits. The courses and minimum credits are stipulated as follows:

i ) Compulsory courses. Compulsory courses usually comprise three or four elemental courses and academic courses with a total credit number of 12. The two courses Chinese Language and A glimpse on China entail a Chinese Language competence being able to carry out daily communication as well as to understand academic literatures. The Chinese Language is set up with 4 credits while A glimpse on China 3 credits.

b) Optional courses. Overseas postgraduate Students shall choose three to five optional courses according to his/her academic backgrounds; the minimum credits required for optional courses are 11 credits.

ii ) Postgraduate students from Asia and Africa shall mainly focus on the study of academic courses, which is supplemented by thesis writing; postgraduate students from other areas shall attach equal importance to academic courses’ study and thesis writing. All postgraduate students shall hand in degree thesis writing plan and present it to the academic panel for appraisal. The thesis writing process can only be initiated after the academic panel gives its consent.

iii ) The schooling length for overseas students studying for doctorates in GDUT lasts for three or four years in general. Degree courses for a doctorate are prescribed as follows:

a) A glimpse on China is set up with 3 credits. Should the student further his/her doctorate study after obtaining the mater degree in GDUT, he/she shall be exempted from the course and register the previous course score.

b) Elemental courses and academic courses comprise three or four courses. Doctorate students are required to master solid and extensive basic theories as well as systematic academic knowledge.

c) Doctorate students are required to study a foreign language apart from his/her native language and Chinese. His/her foreign language competence shall be good enough to understand academic literatures.

Among the above prescribed courses, courses in category a) and b) require a minimum score of 70 to pass, while courses in category c) require a minimum score of 60. Students shall only be entitled to degree dissertation oral defense after he/she has finished all courses and has passed all exams.

iv ) Doctorate students shall, under supervisor’s guidance, collect research materials and determine research topic according to his/her academic direction after being admitted. He/she shall draft a topic selection report and present it to faculty academic panel; such a topic selection report is subject to necessary adjustments and modifications. Doctorate students shall inform the faculty academic panel of the writing progress achieved in different phases periodically for faculty members’ guidance and help.

v ) In principle, official languages designated for thesis (dissertation) writing and oral defense are Chinese and English.

Article 30. Should school suspension, withdrawal from school, school transfer or schooling length extension become necessary for overseas students, he/she shall apply for it. Formalities clearing for such processes shall only be carried out after consent is granted.

Chapter VII Library Issues.

Article 31. Overseas students shall keep a deposit with library when applying for reader’s card. Such a deposit shall be refundable after the card and all books are returned. Students shall also bring along the deposit receipt whereby the deposit is refundable.

Article 32. Overseas students shall take care of library books; no vandalism is allowed.

Article 33. Due indemnity shall be charged for library book damage or loss incurred. The library card is only applicable to the card bearer. No lending or borrowing is allowed.

Article 34. Maximum books and lending duration managements are subject to pursuant provisions stipulated by the university library.

Chapter VIII Lodging Administration

Article 35. University Foreign Affairs Office shall be in charge of overseas students’ lodging administration in collaboration with Dormitory Administration Office. GDUT do not offer lodging services for couples.

Article 36. Overseas students are responsible to keep dormitories clean and in order. Dormitory lending and stranger overnight stay are strictly prohibited.

Article 37. Indoor facility, apparatus and furniture shall not be refitted and abandoned. Unauthorized lock installing or refitting is not allowed. Students shall keep a deposit with the university for lodging, which shall be refundable after indoor apparatuses and municipal facilities are checked on. It is students’ responsibility to take care of indoor apparatuses and public property. In case of any damage or loss incurred, due indemnity should be charged.

Article 38. Overseas students are responsible to be fire prevention minded and to abide by relevant fire fighting provisions. In the event of a fire accident, GDUT reserves the right to investigate the economical and criminal liability of the person(s) involved in accordance with the merits of the case.

Article 39. Overseas students shall be resources-saving conscious, and abide by relevant provisions on power utilization. Excessive power consumption shall be charged in a timely manner according to pursuant regulations.

Article 40. Should students move out for off-campus lodging, he/she shall go through off-campus lodging formalities and have the address on foreigner residence permit changed by Public Security Bureau. Failing of such, the university shall refuse to grant the application neither to refund the lodging fee.

Article 41. Should it become necessary for students to rent off-campus lodging, he/she shall go through legal formalities for it, register it with local public security authorities, and file it with university Foreign Affairs Office. Should students change his/her residence, he/she shall re-file it with university Foreign Affairs Office within one week.

Chapter IX Medical Care

Article 42. Overseas students shall have a physical checkup before entering China, certified by a health certificate living up to the requirements prescribed by Chinese health and sanitary authorities. Failing of such, the students shall have their physical checkups tested by designated hospitals. Students having certain diseases making it inappropriate for him/her to continue his/her study in China shall leave for homeland immediately.

Article 43. The medical care cost shall be at the students’ own expenditure. Students shall produce student ID certificates when seeing doctors in the university hospital.

Article 44. The cost incurred by fatal accidents resulting from violating relevant university provisions and regulations shall be covered by the student(s) involved.

Chapter X Travel

Article 45. Should overseas students travel in China on holidays, he/she shall inform the university Foreign Affairs Office of the travel itinerary in advance. Students shall abide by relevant provisions on travel promulgated by Chinese public security authorities.

Chapter XI Scholarships

Article 46. Scholarships for overseas students.

I ) Scholarships are set up to award overseas students excelling in academic study as well as in character and morals, including both degree overseas students and long term Chinese Language students (with a minimum study length of one semester).

II ) Scholarships set up for overseas students fall into two categories, and are granted pursuant to relevant scholarship standards stipulated by GDUT as follows:

i ) Scholarships for outstanding academic achievements.

The first rank scholarship is to be granted to the first two Chinese Language students in comprehensive ranking with his/her average academic year score over 90; the same scholarship shall be granted to degree overseas students with his/her average academic year score over 80 as well. The second rank scholarship is to be granted to the Chinese Language student finishing first in the class comprehensive ranking with his/her average academic year score over 85; the same scholarship shall be granted to degree overseas students with his/her average academic year score over 75 as well. The third rank scholarship is to be granted to the two Chinese Language students finishing second and third in the class comprehensive ranking with his/her average academic year score over 85; the same scholarship shall be granted to degree overseas students with his/her average academic year score over 70 as well.

ii ) Scholarship for HSK achievement.

The HSK scholarship is set up to award Chinese Language students achieving over HSK8 (HSK8 included) in HSK test (Language students only).

Chapter XII Graduation and Completion

Article 47. Overseas degree students shall be awarded the diploma and degree after he/she has finished all course credits prescribed and has passed degree thesis (dissertation) oral defense; overseas students who have studied all courses but fail to earn the credits prescribed shall only be awarded the certificate of completion; overseas students who fail to finish the courses prescribed shall only be awarded the certificate of study with his/her schooling duration specified.

Article 48. Overseas students having in-service training in GDUT shall be granted the certificate of in-service training after he/she has presented research design to supervisor, and in turn the research design has been recognized.

Article 49. Chinese language students shall be granted the certificate of advanced study after he/she has attended all classes and has passed the exams prescribed; Chinese language student who fail the exams or are absent from the exams shall only be granted the certificate of attendance.

Chapter XIII University Leaving

Article 50. Overseas students shall, with University Leaving Checklist, return university apparatuses, books, student ID certificate, and medical card upon his/her graduation or completion. Students can only leave after the University Leaving Checklist having been verified by university Foreign Affairs Office.

Article 51. Overseas students shall inform university Foreign Affairs Office one day prior to his/her leaving date; lodging fee balance shall be settled after indoor dormitory apparatuses have been checked and the dormitory key been returned.

Article 52. Overseas students shall leave the university within two weeks upon his/her graduation or completion. Should, for certain reasons, overseas students have to defer the leaving, he/she shall apply to university Foreign Affairs Office for grant. Nevertheless, overseas students in such a case shall not extend his/her residence permit or visa in the name of a overseas student of GDUT.

Chapter XIV Supplementary Articles

Article 53. The present provisions shall come into force as of June 30, 2007. The former Provisions of GDUT on the Administration of Overseas Students shall be abrogated as of the same date.

Article 54. The right to the interpretation of the present provisions shall reside in university Foreign Affairs Office, Academic Affairs Division and Postgraduate Department.
